Formulation Of Uniform Specifications of Food Grains for Central Pool Procurement

Department of Food and Public Distribution formulate the Uniform Specifications of food grains for Rabi & Kharif Marketing Season every year so as to facilitate procurement of these foodgrains by FCI & other procuring agencies. Prior to formulation of specifications, suggestion/comments from all State Governments/Union Territories Administrations and procuring agencies like Food Corporation of India (FCI) are called for. The comments/suggestions, so received from them are considered by the committee before finalization of specifications.

Government of India has constituted a committee to suggest/recommend for formulation of specifications of foodgrains for procurement under Central Pool procurement every year before the commencement of Kharif & Rabi Marketing seasons under the Chairmanship of Joint Secretary (Policy) with JC (S&R) of the Department as its Member Secretary, and Executive Director (QC), GM (QC), FCI Head Qtrs., Secretary (Food) from Govt. of Punjab, Andhra Pradesh, U.P, Kerala, Maharashtra, Madhya Pradesh, Odisha & Assam and Director, CFTRI Mysore or his nominee as the members of said committee.

The Committee takes into consideration the existing specifications, the views/recommendations of the producing and consuming States, prevailing agro climatic conditions, the interest of the PDS consumers etc. and decide the specifications for the Rabi & Kharif Marketing Seasons to be recommended to the Government. Central pool foodgrains are to be procured by procuring agencies strictly conforming to these uniform specifications. Uniform specifications of foodgrains are well within the prescribed norms of Food Safety and Standards Authority of India (FSSAI), which has specified the quality norms of foodgrains for human consumption.
