Construction of modern silos in PPP mode

The PPP model shall also be used for creating modern storage facilities for wheat in the form of Silos. A few silos will also be constructed for storage of rice on experimental basis. This Department has approved an Action Plan for constructing total 100 LMT silos in a phased manner, including some silos through state governments and other agencies.

FCI had awarded contracts for selection of Silo operators for construction of 2.5 LMT Wheat Silos at 6 locations namely Sahnewal (50000 MT) and Kotkapura (25000 MT) - Punjab, Narela (50000 MT) - Delhi, Katihar (50000 MT)- Bihar, Changsari (50000 MT)- Assam and Whitefield (25000 MT)- Karnataka under Viability Gap Funding (VGF) route. A capacity of 25,000 MT at Kotkapura has been completed in 2017-18 while construction work is in progress in the remaining locations.

FCI has awarded work for 26 locations of total capacity 13.50 Lakh MT under Non-VGF mode. Concession agreement has been signed between FCI and selected bidders for all locations. FCI has floated RFP on 10.04.2017 for capacity of 1.00 Lakh MT (50,000 MT each at Buxar and Kaimur in Bihar) including 25000 MT of Rice Silos on pilot basis. Bids were opened on 08.06.2017. 3 bids have been received and are under evaluation. FCI has also floated RFQ for construction of Silos at Dhamora, UP and Borivili, Maharashtra of capacity 50,000 MT each on 10.03.2017. Bids were opened on 25.04.2017 and 15 bids have been received which are being evaluated.

Further, CWC has also initiated construction of Silos of 50,000 MT capacity at Nabha in Punjab by engaging Engineers India Limited as the project consultant. Tenders have been re-invited on 05.05.2017 and technical bids were opened on 09.06.2017 and are under evaluation.

Government of Punjab has also planned to construct silos of capacity of 17.00 LMT of which work is completed for 1.5 LMT and is under progress for another 15.5 LMT by the State agency.
