Import Policy of Non-Basmati Rice & Wheat

  • No import of rice for the Central Pool has taken place since 2003-04.
  • In order to meet the shortfall in the Central Pool, the Government decided to import wheat during 2006-07 & 2007-08. During 2006-07 a total quantity of 54.54 lakh tons was imported at a weighted average price of US $ 204.65( Rs. 9,240.72) per ton and in 2007-08 a total quantity of 17.69 lakh MT of wheat was imported at a weighted average price of US $ 372.82 /Rs. 14,755.32 per ton.
  • No import of wheat has been made for the Central Pool since 2008-09 onwards in view of the record procurement of wheat in RMS 2008-09 and subsequent years. Import duty on rice and wheat are as follows:

Rice

  • Import duty allowed at ZERO from 01.03.2008 to 01.04.2009.
  • The government has withdrawn on 31.03.2009 the full exemption on import duty and imposed a basic custom tariff of 70% ad valorem on semi-milled or wholly milled rice.
  • Import duty on rice has been again reduced to NIL up to 30.09.2010 vide D/O. Revenue’s notification no.118/2009-Customs dated 14th October 2009. This was further extended up to 30.09.2011 vide Notification no.102/2010-customs dated 1st October, 2010.
  • No further extension for its validity beyond 30.09.2011 has been granted in view of record production and availability of food grains in Central Pool Stock.

Wheat

  • The import duty on wheat was reduced from 50% to 5% on 28.06.2006.
  • The Import duty was further reduced to ZERO percent with effect from 09.09.2006.
  • The import duty on wheat has been imposed @ 10% with effect from 07.08.2015.
  • The import duty on wheat has been increased to 25% with effect from 19-10-2015.
