Brief Activities of Vigilance Division
Vigilance Division is headed by Joint Secretary level CVO, a Deputy Secretary, an Under Secretary and a Desk Officer, besides four ministerial staff. The Vigilance Administration in two Schedules ‘A’ PSU viz. FCI and CWC under this Department are headed by full time JS level CVOs based in the respective headquarters at Delhi.
In both PSUs, there are full- fledged Vigilance Departments, with dedicated hierarchy, overseeing the Vigilance aspects of FCI & CWC. In other out stationed subordinate offices, a suitable senior officer is entrusted with the work of Vigilance Administration.
Aforesaid Vigilance Establishment follows the guiding principles prescribed by CVC and the instructions issued from time to time. Currently, the focus is on participative vigilance i.e. inclusion of layman particularly beneficiaries of subsidized food grains and others stake holders of PDS i.e. PDS machinery both in state and Central Govt. are being encouraged to adopt pro active approach. Stress on the principle of preventive rather than punitive is being laid and to address the faulty systems and procedural flaws which permit acts of omission and commission.
Latest technology available (IT) is harnessed to tackle corruption apart from extent rules and regulations and other innovative solutions to check corruption. Tools like rotational transfers, File Management System (FMS), thorough checking of annual property return are being applied to eradicate corruption.
Central Vigilance Commission (CVC), Cabinet Secretariat and DoPT also keep the momentum of anti-corruption effort through interactive seminars and maintained inter ministerial dialogue.
Due to aforesaid proactive approach, there has been considerable reduction in pendency of Vigilance Cases in both the PSUs i.e. FCI & CWC.
Innovative out of box approach is also being encouraged to reduce pendency.
Simultaneously, as already stressed, currently a CVC sponsored theme of e- procurement is being emphasized to ensure absolutely clean Govt. purchases. Towards this, timely forecasting of Government requirement and thereafter hosting it on the Department’s website and thereafter keeping the whole process transparent through on-line hostage of the progress made in purchase procedure is being adopted, concluding it with e-payment.
Simplification of rules & procedures for the lay public is being ensured to avoid needless interface between citizens and government functionaries. The software is being designed to be citizen friendly apart from ensuring sensitivity and empathy towards timely public grievance redressal. Vigilance Division has also hosted a set of Frequently Asked Questions (Bilingually) for use of general public to shorten the distance between ordinary person and Department of Food & Public Distribution.
